The Director in charge of Regional Institute of Medical Sciences (RIMS) Imphal was appointed as political Puppet. The reason of his nomination as Director is charge was his affiliation with the ideology of RSS and his commitment to Hindutva fascism. To please his master, he spends much of his duty hours in entertaining political visitors. He attend office late or not available in his respective office much of the time on various pretext. He is very unpopular among the students and staffs either as he does not have time to listen to anyone except few contractors who are closely associated with him. Maximum official leaves are taken for visiting Pondicherry for the director RIMS. He is extremely good in self-promotion through various media especially in one which he has so called media advisor. He donated institutional money for advertisement in the souvenir of ABVP and RSS related organizations.
In an interview with the press at the time of his joining on 17th August 2017 present director in charge narrated that so far he had successfully established three medical institutes, which include NEIGRIMS, Shillong, Sikkim Manipal Medical Institute and another institute in Nepal. Subsequently he had chosen RIMS, Imphal to develop it as one of the best institute in the country because of his outmost love for the state of Manipur as a responsible Manipuri. At the beginning, no institutional function was complete without reading his three pages bio-data. However his colleagues in the above mentioned institute are not aware of his glories contribution in the past. Despite all the tall promises, the scene in his bettered medical institute remains unchanged even after almost one year of his directorship. Administrative staff still report for duty at 10.30 a.m., some of the faculty members are still busy in their private practices, consultant doctors are not available for patients, construction of the OPD block remains standstill, Trauma Center is not consider as priority, operation theaters functioning for namesake with leaking roofs and water logging during rainy season, drinking water for patients is still a far cry, No promotion for doctors for both medical and dental faculties, No promotion of Nursing Officers on adhoc basis due to his failure to enforce reservation roster just to please the nursing staff, failure to appoint a regular deputy director (Administration), Administrative and section officer and nursing superintendent.
The present director works on files of his interest only and remaining files remain piled up for months together. During his absence, administrative block always have a vacant look as most of the files remain piled up at the directors and deputy director’s rooms and the subordinate staff have almost nothing to do unless directed by the directors himself. The Director unnecessarily spend too much on purchasing brand new mobile, s Apple MacBook, Smart TV, Sofas and CCTV cameras for personal uses. When the Prime Minister is emphasizing on Austerity Drive, RIMS director always prefer to travel in business class. His one year as director has given nothing to Under-graduate and Post Graduate students. RIMS administration has completely failed in three areas of concerns for STUDENTS’ namely acute shortage of class room and examination hall, pathetic accommodation faculty and uncontrolled hostel mess. Stipend for dental interns remains unsolved despite his public announcement during graduation day celebration of 8 months back. Despite his tall capabilities and claims, he has fail to called even one executive council meeting in one year when the meeting is a quarterly affair to improve RIMS and there has been no governing council meeting since 2008. People started asking in the last one year what are his achievements except for the inaugurations of the non-functional dental Van, a sixteen months old two wheeler shed for the dental collage, a toilet for patients near Gynecology department and some of the machines donated by companies under cooperate social responsibilities.
Learning a lesson from what is happening in Manipur, Ministry of health and Family welfare, Government of India should stop appointing Political dummies as director of RIMS which is remaining vacant for nearly Four years since 25th August 2014. The Present incumbent should be allowed to return to his original place and Ministry must take up immediate necessary action to appoint a regular director to save this institute. The Maoist Communist Party Manipur demands voluntary retirement or resignation of Director RIMS within Ten days.
