Imphal, April 17, 2018: The Joint Committee on Inner Line Permit System (JCILPS) has once again urged the State Government to table a Bill at the earliest which would be acceptable to both the hill people and plain people of the State and at the same time effective enough to check the incessant influx of non-local people into the State.
Speaking to media persons at their Sega Road office here today, JCILPS Women Wing convener Samjetshabam Memcha said that non-local vendors are teeming in the surrounding areas of Khwairamband even though they have been banned from the Ima Keithels.
Taking due note of the decision of JCILPS to prohibit non-local male vendors from plying any trade in the midst of local women vendors, MAHUD Minister Th Shyamkumar declared a ban on non-local male vendors from mixing with the local women vendors.
Still there is a growing need to check the identities and antecedents of the ever multiplying number of non-locals who have been peddling different types of goods in and around Khwairamband, Memcha said.
Expressing deep concern over the State Government's indifferent attitude in the face of incessant influx of non-local people, Memcha said that they came across 20 non-local labourers at Singjamei Chingamakhong and Nagamapal yesterday and today who do not possess proper identification documents.
The incessant influx of non-local people has been posing serious threat to the survival of indigenous people and there have been many cases of non-local people committing crimes in the State.
A group of non-local people robbed Smart Medicos, RIMS Road sometime back but police are yet to make any breakthrough regarding the case.
Memcha then appealed to all the people who are renting out houses/rooms to non-local people to check the identities and antecedents of their tenants.
Manipuri people stay outside the State but only temporarily and they are always in possession of proper identification documents.
On the other hand, majority of the non-local people who come to the State has a common intention to settle here permanently.
Given these facts, there is an urgent need to regulate entry of non-local people as well as their period of stay in the State, Memcha said.
Expressing deep concern that there have been many cases of non-local people adopting the surnames of their local wives so that they can live here permanently, the convenor asked whether these non-local men have been accepted by the families of their (local) wives as members of their own clans.
She then appealed to all the people to ponder over the ugly reality which would have adverse and far reaching consequences on the identity of Manipuri people.
